The wheel does turn. Man U had their day, Liverpool too, and Wigan in Rugby league, Bath in union. There have always been clubs that can pay more than others, is 3.5x higher wages even that uneven a distribution by historic standards? I don't know how accurate these are (Source), but it looks like Man City have the 3rd highest wage bill.
