I am not saying a player would be able to do this but would have happened if Raul had just stopped before hitting the ball which would have meant that the Sevilla players would have been running into the penalty area? Would they have been punished for encroachment? Would Raul be allowed to that?
Expert advice please.

I believe a player can't come to a halt in his run up. As for encroachment it happened anyway, was perfectly clear but no officials spotted it apparently so who knows.

The rules changed now so a player is only guilty of encroachment if they effect the play after the penalty is taken (they touch the ball or block an attacker from reaching the ball).

I thought that was for the beginning of the new season. But I'm not entirely sure so stand erected if wrong.

Nope. Can't halt a run up.

Interesting that Fernandes with his trademark run up pause/skip/jump, which was missing in his last EL penalty and commented on, has never been questioned by either ref or var in the PL.

the taker can alter the speed of his run so long as forward momentum is maintained.

I would like to see traore take a penalty, nice run up to get to full speed then do a sliding/diving header just to see what happens.

if Traore takes one he just just blast it as hard as he can straight down the middle at the keeper, with his power if the keeper doesn't get out of the way keeper and ball end up in the back of the net

I don't think stopping dead in the run up in order to highlight encroachment (if peripheral vision allowed this) would actually be the same thing as an illegal feint, which is intended to deceive the keeper.
