New owners and FFP

Anyone know how much money a new owner could throw into the "Transfer Kitty" without falling foul of the FFP rules , whilst a lot of posters are hoping for a billionaire with money to spend on players there are so called rules regarding spend.
I thought the FFP rules were something along the lines of --spend what you earn plus xyz per season (inc losses ) ?
Basically wondering just what a new owner could spend this season ?

Seems like FFP is a voluntary code for clubs who want to abide by the rules. Did QPR ever pay their £58m fine?

they came to an agreement with the league & paid 8M I believe

It's something like 75% of income can be spent on wages or something like that.
