While that’s much more fun, the realities are more like: it’s agent talk/plant, or the club have let it out trying to get a feel or unsettle the player.
Or indeed, they genuinely are interested, and ‘preparing an offer’ is endless meetings with bean counters, agents and recruitment people to work out what their allowable exposure range and preferred terms are.
If think about it more like buying a premium used car or a house, then the time-honoured ‘preparing an offer’ seems less nonsensical.
