“requirements are that players coming to play here should be internationally established at the highest level; making a significant contribution to football; and not taking the place of already settled talent.”

This sounds somewhat contrived. Supposedly it’s to protect English talent but still allow the Premier League to sign the best players.

Think we could be negatively affected by this given the younger less established players we’ve been basing the team on. Also favours the big clubs if you can only sign big name (and big price) players.

2003 we weren't allowed to sign a young goalkeeper but he went on to play Champions League if my braincell remebers correctly

No PL club is going to take on 'low quality' whatever.

It's because of Brexit -the transition period is about to end and every sector ,including football ,will be affected.International recruitment will have to be in line with government principles hence the suggestions from the FA (see below).The Prem tho don't want to change.

The summer window recruitment of young European players looks really sensible in light of the possible changes.

Wonder if similar rules will be introduced for young, unproven, foreign managers down the line.

Presumably the talks have been going on for a while if the closing date is meant to be October 31.Tho in accordance with normal EU negotiations no doubt the date will slip.

Need to see the detail of the FA proposal but we are going to need a super agent with Good contacts outside Europe -anyone know one ?.

Let clubs sign whoever they like from wherever they like.

If a club really wants to sign a 'lower quality foreign player', whatever that is, rather than a high quality one, that should be the club's decision and they'll pay the price financially and performance.

So under these proposed rules a player like Ronaldo when he first came to United would not be allowed but a pile of turd like Wesley would be welcomed as he had a call up from Brazil (some how)

If a club really wants to sign a 'lower quality foreign player', whatever that is, rather than a high quality one, that should be the club's decision and they'll pay the price financially and performance.
In your dreams. Every foreign player (previously EU nationals did not) will need a work permit (the exception being Irish nationals). The FA can say what they want but ultimately the rules for work permits are, and will continue to be, set by HMG.

This comes from the FA who see Brexit and the changes to free movement of European labour, as a chance to keep average UK players in a job. It won't help the international side.

Yes but more to get young "homegrown" players more game time in the Prem but that's why buying Silva was very shrewd knowing something would come in.Unclear where it leaves Vitinha.

The problem is lower quality European players are relatively cheap so it will affect recruitment especially for the Brightons,Burnleys ,Fulham,Palace etc

It just means foreign clubs will encorporate more youngsters as prem clubs must be the group with the most money
I wouldn’t worry all teams will create ways around this
