I think it's UEFA rules that say you can't have two games on consecutive nights in the same stadium.

I think the decision was also based on the reason that they didn't want both Liverpool and Arsenal fans wandering around Milan at the same time. Likewise in previous seasons they have reasoned that 2 sets of away fans in the same city in the same week could potentially be difficult to police.

I'm sure the police in Milan would be quite happy to have the fans of Liverpool and Arsenal wandering around Rome at the same time. It'd save them the hassle of having to police the games in Milan. ;)
