There's definitely some 'sunk cost fallacy' at play with the football authorities re. VAR from here. They seem to be of the opinion that some small tweaks (e.g speed, slightly more transparency, better VAR training) will rectify everything.

The scale of any sanction/fine will be based on a FA "judgement" of whether the club put adequate safety preparations into place and executed them appropriately on Sunday. The fine won't be based on how the press have chosen to portray the events.
